Sorry to hear you fell victim to one of many a*****e sellers that are out there, especially after an 8hr round trip! Hopefully it hasn't put you off a 206's to much and after all, good things comes to those who wait! Good luck and keep us posted if you do buy a 206 in the end.

For future reference the noise when turning the wheel to full lock is (fairly) normal. It's the power steering pump running low on fluid as it reaches the limit of it's travel (so I'm told)
