when driving and i open my pug 206 sw window (either drivers or passengers) i get a strong exhaust fume smell it disappears when i close the window again,, why is this happening....

Either the wind is in the wrong direction or you have a hole in the exhaust somewhere.

How can the wind be blowing the wrong way whilst driving forward at speed. The wind direction has nothing to do with it unless the vehicle is stationary and then you still shouldnt get exhaust fumes inside the vehicle. I have never had the problem with any other vehicle deisel or petrol.

Your exhaust will be blowing slightly, get a rag and cover the end of the exhaust while someone else checks it. A bit of gum gum should fix your issue
