wired them up wrong then!

can you upload some pics to what you have done?
Have you earthed each side? Have you wired up the relay for the passenger side?

Got the drivers side earthed, and passenger side has a green relay with wire coming off which is on the fuse box bit to power and also earthed, maybe just an earth problem, can I join the earths together and earth in one place?

Without knowing which instructions exactly (multiple post describes how to do it) and also not seeing exactly how you've done things it's essentially impossible to say exactly what's wrong. But going buy the pics one possible explanation could be that you've got the wires for dipped and main on one side swapped, and no alternate power source attached to the dipped when the car turns on the main (and off the dipped).

Since you said relay I'll assume your car originally had H4 lights, since if the car originally had crystals with dual H7 bulbs there would be no need for relays.

Cut original dipped beam wire, connect 'car side' to terminal 87a, 'bulb side' to terminal 30.
Connect constant (or ignition) power wire to terminal 87.
Tap into the main beam wire and connect to terminal 86. Ground terminal 85.

The idea is to when on dipped beams, the original power wire from the car is connected through the relay (87a->30) and everything works as usual. When the main beam turns on, the car turns off the dipped beam (since a H4 bulb would overheat with both filaments on). However, the relay now switches and runs the power through the new power wire and terminals 87->30 and powers the dipped beam that way, keeping it on.

Best is one relay per side, otherwise you need to connect both dipped beam bulbs to the relay terminal 30, but the original wiring isn't meant to power both bulbs off one wire (the original supply connected to 87a)

Your morette lights need also be grounded as the main an dipped wires only provides +12V, don't know if the negative from each bulb are tied together as they come, if not, connect them together and connect to ground.
So for the two bulbs on either side you want 3 external connections; ground (splits and connects to both bulbs), +12V for dipped and +12V for main. But grounds don't seem to be an issue since all bulbs do light up, though not at the right time...

Note: I have no idea if the MOT requires morettes to keep the dipped on along with the main. If not, you could pass with simply swapping the wires on the side that has it reversed. But keeping the dipped on along with the main gives better light...

Addendum:

You could, as an alternative to using relays to keep the dipped on, on a pre-plex car source a light stalk from a car that originally had dual optics (typically GTis as I understand it) and replace your stalk.
On a multiplexed 206 one can switch between single and dual optics via a BSI setting.
