I have just bought a 206 and the remote locking and central locking doesn’t work - put new batteries in the keys and tried a BSI reset but nothing seems to work.
If the previous owner has changed the BSI would this cause the locking to stop working?

Yes.

Search on here for instructions to try and rematch your keys to car ... otherwise you need access to pp2000

Well if the previous owner told you that he replaced the BSI,then yes that will make the key fob not working and you need PP2000 and the PIN code to make the connect to the car,but if it still got the old BSI then you have a problem with the key fob itself.
