Yeah because the lowering causes the suspension geometry to change, in this case giving the car negative camber and wearing the inside of the tyres faster than the outside.
My car suffers from it too

Strange don't think ive ever noticed it on my car and im lowerd 60-70mm will have to keep an eye on my tyres as ive just put 4 new ones on

As everyone said you need the tracking done again, I put some brand new tyres on when I lowered my car and within a week all the inside tread was gone

Depends how low you go. Lowering 30-40mm, you aren't really going to notice the increase in negative camber.
It's only really if you go stupidly low.
But Howey is right, the lower the car = more negative camber
EDIT:
If you think about it logically, your car is lower to the floor, but the wheels are still like 8inch to the centre as they don't alter. So they naturally tilt in.
