Any ideas? Its on a 1.1. Not my car a car my mate wants to buy. Could something be shorting out on it?

Not a good sign because if it is shorting, the ECU should be able to tell this
and stop current flow and throw-up a fault code.
Might be a silly question but is the car running?
You could just replace the ICV I suppose and take it from there.

The car runs but has been sat for a while. It smokes when running. It had some big plug or lead replaced deep in its bowels which cost loads which fixed an earlier problem. It cost so much the guy who owned it just gave the garage the car to pay it. Don't think it is related though.

The ICV or stepper motor gets very warm in normal operation.
Could it be that some oil has got in from the breather pipe and its
causing it to smoke?
If its running I would leave it sat there until it either stops fuming
or fails completely at which point you can stick a new part in there.

Thats what I would do though others might have different experience.
Good luck and tell us how it goes whatever you decide in the end.
