My 206cc's front passenger's seatbelt most times will get stuck (cant pull). So i'm wonder if i can interchange the back seat belt to the front, vice versa.

I really dont think you can as the mouting points will be different. Might be better off getting a new passenger belt.

Have you tried pulling the seat belt as far as it goes and release it slowly it maybe folded over someplace and its getting stuck

NO
Add in the fact the front seatbelts have pyrotechnic pretensioners built in & the rears dont, you will end up with the airbag warning light on all the time, no working airbags or pretensioners & also an mot fail for the seatbelt moved to the rear being defective.
Just buy a new seatbelt.
Cant believe people will skimp on / try & bodge life saving safety equipment
