Random Pipe?

When filling up my washer fluid I noticed this random pipe end. The bottom left side Bearing in mind I have no A/C in the pug, my father told me that the pipe has something to do with it, but im none the wiser and closer Can anyone give me a hand on the rogue pipe?

Does it need a cansiter attached on the end to get the AC going again? or has it been muffed up by a previous owner?

its a common problem with 206's unfortunately. the aircon just disappears. its a b***h on a hot day

or had a new engine and the ac compresser has been removed
