Don't remove the rear arch liners, your bumper will get full of crap which is a b*tch to remove.

Never had the problem with arch liners only with the arch lip. Could raise it another 10-20mm if you wanted may help it.
Does it scrape constantly or when you go over bumps? Getting stiff shocks will sort that out if so.

Are you still using standard shocks?
Trust me it will be a lot worse it's the 17's which are making it tricky

I might even custom make some arches for the rear gt bumper, think that would work alright?

I would get some stiffer shocks? You could try rolling the arches, see if that sorts it.

just get uprated shocks, they are far stiffer, easy to fit yourself as well.

www.dcperformance.co.u...mpers.html
These are what I have (at least I think they are the same)
They are literally rock solid, the rear doesn't move when anyone sits in it and only travels a couple of cms max when driving. Handling is improved, ride comfort is some what lost.. but I think it would solve or at least go a long way with helping with your problem.
+ it looks like the rear is way over 40mm, if so you are putting a lot of strain on the standard dampers you should really uprate them anyway.
