I think it might be that the sender is stuck, as it was working before I ran out of fuel.
How can I unstick it?

the leveler/ fuel sensor is on the fuel pump housing, which is under the rear seat(driver side)

Lift the back seat up, see the big black plastic bung, thump around that hard a few times & see if that shakes the fuel gauge back in to operation.

Mine stopped working, it was the connector plug pins that were corroded. Just cleaned them with emery and now works fine. A new sender unit is 95 quid from peugeot dealer.

An easy way to verify fuel sender sending correct signal.get access to pump and disconnect plug youll see 4 pins. 2 of them are smaller.they are fuel sender output.using an ohmmeter measure the resistance between two small pins.when tank is full it should be around 50 ohms and when empty it should be 350 ohms.when you fill the tank or move the floater resistance must decrease smoothly(not jumping) from 350 to 50(full).
