ive done a full service on my 206 and replaced both belts but i cannot the the fan belt on . i no about the tensioner and putting a socket or spanner on it to move it but the belt seems to short to go over any pulley. are there 2 diffrent sizes of belt. i put the old 1 against it and it is a little bit longer but that might be due to stretching.
i have a 1.1 look 2003 with aircon

if it dont scuff the ruff it aint low enuf

if the belt is the right 1 could the belt be soaked in hot water to help soften it up to get over the pulleys?
