Checked the pipes aren't blocked or popped off on the underside of the bonnet?

It will be the nozzle, needs replacing. Poking it can clear a small blockage, but if its anything bigger, just pushes the crap right into it.

Have you tried taking it off and blowing through it to make sure it's clear?

That should be a concern. If they've missed something as simple to check as a washer jet, what other safety items have they missed, which are more difficult for an owner to check themselves? Or are you just happy it passed and that will do?
