Correct,
All they do is make the ECU think that the temperature sensor is reading a much colder value then it actually is, a colder engine uses more fuel when its idleing. Therefore the ECU is over-fueling the engine when it has warmed up.
It increases fuel usage, increases emissions, generally messes the engine's tuning up and provides no gains.
Waste of time, effort and money. Avoid them.
