Just had a machanic look at my car and he said its lacking power because he says my timing is out could he be right?

That depends if it's lacking power or not. Did he drive it? If not he wouldn't know

So he took the timing belt covers off & checked all the timing marks lined up correctly?
Ignition timing is controlled by the engine ecu.
As for power loss.
Make sure it hasnt got NGK spark plugs fitted is the first easy step
