Check the wiring might be a loose wire

check wiring hasnt been pinched or cut when fitting new motor, also check/swap wiper relay.

disconnect motor still blows its not the motor
disconnect relay, still blow its not the relay or wiring after it.
if it doent blow its the relay or wiring from it to the motor.
if not relay or motor disconnect stalk etc

do it in a methodical way and you will find the short.
Alternatively just dont drive in the rain.

no idea where the relay on a 206 is hiding. just a generic way of finding a short. disconnect circuit at every joint or component until fuse dosnt blow.
