Changing axle bearings today. I adjusted the adjuster to fully retracted on one side. The handbrake is now going nearly fully up before engaging. I thought the adjusters were supposed to self tighten. Do they?

Also when changing drivers side axle bearings I had to remove the brake clamp that sits on top of the trailing arm. On going to put it back I noticed a spring that wasn't connected. I think this goes through a hole in the bracket but am not sure. Can anybody confirm? Their isnt one on the passenger side so can't check that way.
