I think the bolts stop the torsion bar from being able to slide out under vibration. I'm sure you know how likely that is to happen. However have you wiggled the washer around and did you clean out the groove and edge of washer. (Wouldn't the end plate keep it in anyway.)

They may just need retapping but I'm not sure of the size.

from my memory the bolts should be M 8..

If its the angled bearings their is a sort of circlip that holds the bearing in the drum. Looking from the inside of the drum.

I had the same thing. Quoted 26 for new from factors. If the bit is a complete metal circle piece I believe it goes on the stub first against the rubber seal facing inwards. But can't guarantee that.
