When idling I press the accelerator to 3500 rpm, and when I let-go
the revs hang-around 2K rpm briefly, then drop to 750 idle again.

Cable is not sticking and ICV should be OK and sealed properly.
I also don't notice it in normal driving though I assume it's happening.

SOLVED:

Various things tried, see posts.

Also, now moved the R-clip as the cable was a bit too tight preventing butterfly return when cold.

Also, repeated intake/exhaust valve tapet adjustment (until the seats re-form and settle) massively helped the issue when it looked like it was about to start doing it again.

I believe this was likely the root of the problem, and all the other work was interacting.
