Will 215 45 17's fit on the 180 alloys without being unsafe or wearing the tyre?

No, aspect ratio is wrong.

TBH Howey I think I had 215/45 on my 180.
EDIT: Scrap that they were 205/40.

205/40/17 is correct, 215/45 is completely the wrong aspect ratio.

They aren't. Correct profile is 40, as fitted standard on the GTi 180.

Yes, 205/45-16, 205/40-17 and I'm pretty sure I saw a 215/35-18 on 7x18" wheels on a red german 206 RC (WRC Edition, just for german market).
