yeah this happens sometimes... you need to restart you're computer 4 times then unplug your router and plug it back in then cross your fingers and they should send

What happends if the person the PM is sent to just bins it without reading it?
Does the sender get a little message back saying " no sod likes you, your wasting your time sending out pm's, they just get deleted anyway "
If not, can it be implemented for the furture please?
