If the horn on a 2003 206HDi doesn't work does it have a relay. If so should I hear it click and where is it?

I think it should have one in the engine bay fusebox.

For such a simple thing as a horn, the wiring is complicated.
A common fault with the horn is the connection on the horn itself becoming corroded. Use a multimeter to make sure that the horn is receiving power before going into too much detail with the complex wiring.

Wire 250 at the horn terminal should be live when the horn is pressed, MC11 goes to earth behind the headlight.

Yep, horn relay at the bottom-right of the engine fuse-box.
Hardly ever fails though. Check as Macca says.

Thanks for the replies. Will check the voltage on the 250 wire. Should I hear the relay when I press the horn button with the horn not working

I've never stuck my head under the bonnet and pressed the horn at the same time, so can't say if it does or doesn't.

Yes you can hear it click as long as the horn is not sounding.
