Get brutal on the L bar, a decent brand of pads should come with a pair of shiny new bars & clips.

Wire brush, plenty of heat and the biggest hammer you can get at it will soon shift it.

They will budge in the end. Just persevere! If you don't muller it completely you can clean it up with a file after and re-use it.

When you get it to move a bit get some plus gas or similar on it. Then hammer it back to where it was and then back out again will make it a lot easier if it's that bad.

I've always found a rubber mallet to be highly effective when it comes to getting pretty much any brake part off...
