Depends how many cuts you want on your hands, it's possible but not straight forward.

?? Is it not the same as the horn on any other 206? They're abit fiddly to get out but just jack up the car and get in with a sprocket wrench.. will take 5-10 minutes of fiddling with the one little screw but it comes off eventually. When I changed mine I had to strip the wires and remember nearly dropping a scalpel in my eye when I knocked my arm.. just ended up with a stabbed cheek luckily

yikes (about the scalpel) well i may end up just removing the bumper, better than making an easy job difficult

seriously, if it's the same as mine was there's no point going to all the effort of removing the bumper! That seems like a whole lot of effort for one little screw holding the horn. once that's off there's just a little clip for the wiring, you pull out the metal bit in that and the horns off.. Want me to take mine off this morning to show you a few pics of what I mean?
as for the scalpel.. it's really not a dangerous job. I just have a habit of rushing because I'm an impatient git.. it's a safe, easy job honest You shouldn't have to strip any wires either. My horn wasn't working because the wiring had snapped from what I remember so I had to strip the wire to pop it back in.

yeh true. The horn on mine is still behind the front bumper but might be in a different place, and yeh it's not a twin horn. good luck with getting it out all the same, hope it's no trouble!
