In my peugeot 206 1.4 2003 Model, Petrol engine temp is 70'C when idle and while running 60'C or less. Could someone help to find the problem?

Stuck open thermostat?
Start from cold and let it idle while monitoring the temperature of the hoses - should remain cool and then get warm/hot quickly when the thermostat opens. If stuck open,hoses will warm up gradually instead
Is temperature really low or is it just the reading?
Bad sensor giving low readings? Not sure how to check short of testing by replacement.
Maladjusted indicator needle? Does the 'parked / off' position look normal and not excessively low?

Well what mtempsch means that you got a dial looking like this:

If that is the case,then follow the guide on how to fix it,and everything will be fine,BUT if that is not the case then....
You have a Stuck Open thermostat as he said,and it needs a replacement

Yes, I have started and kept in idle, the coolent line temp gradually increased, same time engine temperature is below 60'C.

Timon2210, the needle is working fine and temp reach upto 70'C as maximum while driving and keep idle.
when I started to drive for five minutes, the temperature decreasing to less than 60'C rapidly.

Do you by "coolent line temp" mean the indicator in the instrument cluster or the hose?'
If the former, AFAIK the sensor sits 'on the inside' with respect to the thermostat, and the hoses are 'outside'. The indicator should rise smoothly as the engine block and the coolant in it warms up, but the temperature in the hoses 'outside' the thermostat should remain low until the termostat opens and then rise sharply. At that point in time the indicator might stop or even drop slightly as new cool coolant is brought into the engine as the flow through the system starts.
If the latter - time for a new thermostat.

Change the thermostat. Don't bother worrying or messing about with anything else. Refill coolant with long life coolant mixed to the correct quantity and ratio.
