Should the rocker cover bolts have like a rubber washer on them to seal,
As it looks like this it were oil is leaking from
Or recommend common leak points

It's likely the rocker cover gasket has failed, quite common and cheap to replace

Hello there,
Rocker cover gasket seems the likely suspect.
On the new one just remember not to do the nuts up too tight or they like to bend and leak more oil. Least it's not the headgasket.
