just put new filter in today and noticed flap at bottom of filter housing,does it open at certain revs? how can you tell if its working? and does it matter if it doesn't? thanks

yes, it does open. Under high rev the air pump would blow air into the airbox through that flap.

If there is air blowing then it will open so don't worry.
